The incumbent serves as a Contract Specialist and is assigned to the DCMA Pacific, Singapore team responsible for the administration of Government contracts for multiple contractors. Is assigned a group of contracts for which the employee performs a wide range of contract administration functions. Assists the Administrative Contracting Officer (ACO) in reviewing new contracts assigned to assure all necessary clauses have been included. Assists the ACO in reviewing schedules, material requirements, and pertinent contractual clauses to determine administrative functions to be performed. Identifies discrepancies, such as missing or inconsistent provisions, and provides recommended solutions to the ACO. Establishes a contract file for each new contract. Ensures that documents and records essential to the contract are properly filed. Meets with the contractor and/or participates with the ACO in post award conferences with Government and contractor personnel to clarify issues or resolve contractual problems. Recommendations made to the ACO will be binding upon the Government and must be based upon a broad knowledge and experience with US Government contracting law and regulations, contract termination procedures, generally accepted accounting principles, cost and pricing policies, industry practices, processes peculiar to defense contracting, and sound business judgment. In consultation with the ACO, monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, available funding, and other contractual requirements. Uses contract and management databases to monitor contract performance and to provide appropriate insight into selected contractor systems or procedures. Maintains funds status to ensure that over-obligation does not occur. Performs price, cost and financial analysis involving a variety of proposals. Analyzes contract funds status reports, actual expenditures, and reports made by technical specialists and recommends to the ACO whether the contractor's progress and expenditures compare with negotiated estimates. Checks contractor's estimates on reimbursable costs and maintains appropriate control records. Advises the ACO of any excesses or probable cost overruns. Provides a monthly funds obligation status report to the customer. Audits invoices in accordance with DCMA and general accounting requirements. Works closely with finance office personnel to insure prompt payment to the contractor as well as to coordinate balance of funds available. Provides statistics, historical cost data, and other procurement related information to the ACO. Prepares various monthly management reports for the DCMA Pacific Contracts Director, ACO, and customer including monthly metrics on all contracts. Coordinates closely with the DCMA Pacific industrial specialists regarding contract/delivery order schedules to assure the Government's rights are protected, delivery delays are documented, and, when appropriate, consideration is obtained from the contractor. May coordinate with the buying office on contractor's requests for waivers or deviations from contract terms. Supports the ACO in resolving delivery schedule problems with contractor and buying activity and assists in establishing a negotiation position for delivery schedule changes. Reviews progress payment requests to assure compliance with the contract and submittal for ACO signature. Supports the ACO in negotiations with the contractor regarding final settlement and prepares contract changes, delivery order, and administrative contract modifications for the contracting officer's signature. Performs final closeout of assigned contracts. Assures contract terms were met, and the contractor performed all requirements of the contract. Ensures the contractor has billed and been paid. Assures de-obligation of excess funds.
