Job Description

Job Summary:

The Senior Executive - Programme (Centre Lead) is responsible for overseeing the operations, programme delivery, and care services at the Active Ageing Centre. This role ensures the achievement of key performance indicators (KPIs), drives community outreach and volunteer engagement strategies, manages budgets, and ensures compliance with all regulatory guidelines. The Centre Lead also supports staff development and builds partnerships with stakeholders to enhance service delivery and promote active ageing among seniors.


Principal Responsibilities and Duties:

  • Programme and Care Outcomes: Accountable for the overall performance and achievement of all centre-based programme and care service KPIs, ensuring alignment with organisational and national directives.
  • Volunteer Strategy and Engagement: Drive the development and implementation of volunteer engagement strategies that support centre programmes and care services, ensuring sustainability and alignment with seniors’ needs.
  • Budget and Fund Management: Oversee and ensure effective monitoring and utilisation of centre budgets and funds, in compliance with financial policies.
  • Reporting: Prepare and submit timely progress and annual reports, providing insights on programme impact, volunteer involvement, and care delivery outcomes.
  • Compliance and Governance: Ensure adherence to all work processes, SOPs, MOH advisories, and PDPA guidelines, promoting a culture of accountability and continuous improvement.
  • Operations Oversight: Lead and facilitate monthly operations meetings, tracking progress, surfacing ground challenges, and aligning team efforts to strategic priorities.
  • Stakeholder Partnerships: Co-lead with Centre Manager (CM) in building and sustaining partnerships with internal and external stakeholders (e.g. corporates, schools, agencies) to enhance programme delivery and community support.
  • Staff Development and Capability Building: Support CM to identify, plan, and coordinate staff training and development, ensuring each staff member is equipped with relevant competencies and knowledge annually.
  • Performance Monitoring and Mentorship: Work closely with CM to monitor and guide AAC staff's professional growth, aligning development with individual goals and centre objectives.

Essential Skills and Qualifications:

  • Degree in community care, preferably with 2 - 3 years of relevant experience in eldercare or healthcare sector.
  • Preferably with experience working with elderly clients in a community setting, especially in healthcare or social service sectors.
  • Strong interpersonal and communication skills, the ability to work independently and as part of a team, and good organizational and time management skills.
  • A passion for working with seniors and a commitment to promoting active ageing.
